The competition dates must be adhered to, unless the clubs contact the organiser with a valid reason for the game not being played. Valid reasons do not include a shortage of front row players. In the event of a shortage of front row players the match will take place in accordance with R.F.U. guidelines and have uncontested scrums. Severe weather conditions, either flooding or frost do constitute valid reasons, and if the game is cancelled it should be reported to the organiser as soon as possible, in which case rules 1.3 and 1.4 apply. If a match is postponed for any reason it must be rearranged for the following week irrespective of the consequences on existing club arrangements. Should the match be postponed for any reason, only those players eligible to play on the original date are able to play on the rearranged date. Any dispute arising from a fixture, for whatever reason, must be reported to the Cup Organiser who will provide a final decision. Neutral referees whenever possible should be provided for all games. When the Society is able to supply a referee, it is the responsibility of the home side to check with the Staffs Referees Society at least one week in advance, to ensure a referee has been appointed for the game. For safety reasons it is advisable that fully qualified referees are used for all matches. The duration of each game will be: 25 minutes each way for age groups Under13 and 14. 30 minutes each way for age group Under 15. 35 minutes for age groups U16 and 17. No extra time will be added in any round, but additional time due to stoppages will be added on in the half in which it occurred, the referee will be the sole judge of time. All results must be reported to the Organiser by the Wednesday following the match (and ideally within 24 hours of the fixture taking place) by the home team. Failure to do so will mean that the away team is awarded the result and given 3 points with a 20-0 scoreline. Referees expenses for matches leading up to the final will be met by the home club. At the final, referees expenses are shared equally by the two teams concerned. During a match up to 7 replacements may be used, in accordance with R.F.U. guidelines (rolling subs are allowed in all matches, including finals). A replaced player may (at the discretion of the match officials) resume his position as long the coach follows the duty of care guidelines when deeming that a previously injured player is fit to return to the field of play. Any changes to the rules must be proposed in writing, to the Junior Secretary, at least two weeks prior to a Committee meeting. 1.12 All postponed matches must be played within three weeks of the original date. Players and Eligibility All players must play within the R.F.U guidelines on age groupings. No boy may play in more than one age group or for more than one team at the same club within the same age group (i.e. where one club enters 2 teams in one age group, players must only play for one of these teams and not both). 2.1a - Any club wishing to enter two teams in the same age group must have a squad of 40+ players. The club must log with the competitions secretary a list of players that will play in each team for that season at least one week before the first county match. No player may change from team to team after they have played the first game. Players taking part in the competition must be registered with the county / RFU. Team managers must be in a position to present registration cards for all squad members if required by opponents or referees. Players are considered as registered if their details have been registered one week before the published date of the match (the RFU Youth Player Register shows the date that the player was registered). When the draw for the pools is made for the following season, a tier 1 team must have at least 15 (fifteen) players registered with the county registrar as at January 01st. If not, then they will not be allowed to enter a team in that age grade. E.g. if Lichfield have 31 players at under 15 and only 13 at under 14 then they can enter a team at under 15 but not at under 14 for the following seasons competition. For the tier 2 teams (to encourage a greater participation), a team must have at least 15 (fifteen) players registered with the county registrar one week before the date of the first league match. If not, then they will not be allowed to enter a team in that age grade for that season. Player Yellow Carded. Player leaves the field for ten minutes. The referee determines when the ten minutes has elapsed and then allows the player to return to the field of play at the next stoppage in play. Player Red Carded. Any boy sent off during a game will be unable to play in the FOLLOWING MATCH. Also his name MUST be reported to the organiser by his club. The Pool Stage The competition is played in two stages. In the first stage the entrants are placed in a two tier pool structure played on a league basis. A teams position in the pool determines their entry in to the knockout stage for the Cup, Shield or Plate. For teams playing in the under 17 pool, then the cup is a separate competition. The pool structure - In the Pool Stage, there are two pools at each age group, which are graded according to the number of entrants in an age group for the coming season and where the team finished in the current seasons competition (i.e. a ranking position). See appendix 3 for details of how the ranking is calculated for the 2009-10 season. This ranking position allocates a number to each member of a pool. These numbers determine their position on the league template and therefore the order in which they play the members of the pool. See appendix 3 for the matrix of how this is worked out. League Position. Position is determined on a points basis. 3 points for a win, 2 points for a draw and 1 point for a loss. If teams are equal on points then the difference between points scored (for) and conceded (against) is used to determine league positions. 50 point rule Certain referees may decide to finish a match before full time has elapsed but when the difference in scoreline reaches 50 (fifty) points. To ensure consistency of results across all teams, the maximum difference in score is always 50 (fifty) points, regardless of whether or when a referee decides to stop a match. Tie in the League Table (for both points awarded and points difference). The result of the match between the teams in question will decide their position. If this does not resolve the situation a count back of all league results will apply. Team Fails to Appear on Nominated Date. Opponents to be credited with 3 points, absent team no points and a score line of 20-0 in favour of the team who were not responsible for the cry off. Should both teams fail to fulfil the fixture then both are awarded 0 points (the match is not played at a later date). Team Withdraws From Pool. All results involving that team are deleted from the table. 3.7 Any team failing to fulfil three fixtures in a row will automatically be eliminated from the competition. The Knockout Stage Under 13 - League position determines whether a team plays in the Cup, Shield or Plate competition. Under 14-16 In tier One, League position determines whether a team plays in the Cup or Shield competition. The bottom team in tier One are relegated to tier Two for the following season. For example, if Lichfield under 15s come bottom of Tier One in 2008-09, they are relegated to the under 16s Tier Two for the 2009-10 season. In tier 2, there is no knockout competition. Instead, the top team in tier Two are declared winners of the Plate competition and automatically gain promotion to tier One. Under 17 - In tier One, League position determines whether a team plays in the Cup or Shield competition. For example, if Lichfield under 16s come bottom of Tier One in 2008-09, they are relegated to the under 17s Tier Two for the 2009-10 season. In tier 2, there is no knockout competition. Instead, the top team in tier Two are declared winners of the Plate competition Deciding Winners In the event of a draw in the semi -final, extra time is not played; the winners will be decided on the following criteria-: The number of converted tries scored. The number of tries scored. The number of drop goals. The number of penalty goals. If everything still remains equal, the away team are declared the winner. In a final, if the scores are level at the end of normal time, the trophy is shared by the two teams taking part Appendices. Appendix 1 Pool Structure. Under 13s because there is no prior pool structure at this age grade, the pool structure is decided by drawing teams out of a hat and splitting the pools evenly, according to the number of teams entered.
