Concerns about the behaviour of coaches, officials and volunteers which may be harmful to a child or vulnerable adult in their care must be reported to the RFU Safeguarding Team the Club Safeguarding Officer or CB Safeguarding Manager. While remembering that it is the safety and welfare of children and vulnerable adults that is of paramount importance, there will be times when those responsible will need to exercise discretion and common sense to ensure their wellbeing. Safe Environment Informing parents / carers and players of our policies and officials, including the Club Safeguarding Officer. Ensuring safe communications with parents / carers. Ensuring volunteers and staff are suitably vetted and trained. Recruitment Ensure volunteers are known to the club or provide a suitable club referee prior to being allowed to work with the players. Training Encourage coaches and volunteers to attend suitable RFU training and safeguarding courses. CSOs should attend the RFU Safeguarding Officers Workshop within 6 months of recruitment. Monitor behaviour and performance of volunteers to ensure they follow best practice. Supervision Ensure volunteers have CRB clearance, or are supervised by someone with CRB clearance. Ensure training areas are within sight of parents and other volunteers, not in isolation. Contingency planning for approved supervision of injured players or if coaches are away from players for any reason. Adult : Child Ratios There should always be more than 1 suitably vetted adult in charge of any group of players; 1:10 for children over 8 years old or vulnerable adults. 1:8 for children under 8 years old. 1:6 for children under 7 years old. On Tour Policies and Guidelines apply equally on tour as at the club. Parents who are supporting their own child on tour do not need a CRB unless they are acting in an official capacity for other players. Suitable risk assessments should be carried out. Inappropriate Relationships with Children or Vulnerable Adults An adult in a position of trust must not enter into a sexual relationship with a child in their care. If the child is under the age of 16 it is a criminal offence, over 16 it is a breach of trust and an abuse of the adults position. No-one in a position of trust should encourage a physical or emotionally dependent relationship to develop between them and a child; this is often referred to as grooming. Adults must never send children inappropriate or sexually provocative messages or images by text, or other electronic media. Safeguarding Disabled Children & Vulnerable Adults Disabled children and adults and their families may need additional information, help and support. Our volunteers may require additional training and advice to ensure they include and safeguard them. Good Role Models Volunteers should consistently display high standards of personal behaviour, language and appearance. Alcohol The club will always adhere to the law. There should always be responsible adults who abstain from drinking to deal with any emergencies and manage the safety and welfare of children in their care. Contact Rugby The wellbeing and safety of children must be placed over the development of performance. Contact skills must be taught in a safe and secure manor, paying regard to the physical development of the players involved. Adults and children must never play contact versions of the game or training. Tag or Touch rugby may be played if appropriately managed and risk assessed. Coaching Techniques Any inappropriate or aggressive contact or touching between adults and players is unacceptable. Physical handling by a coach must only be used for safety reasons or where there is no other way of coaching the technique (Level 1 Coaching Award). The reason for physical contact should be explained wherever practicable so that children and their parents are comfortable with this approach. The activity should always be conducted in an open environment and in the presence of another appropriately vetted adult. Physical Intervention Discipline on the field of play is the responsibility of the players. Coaches, team managers and parents must always promote good discipline both on and off the field. Penalising lack of discipline on the field of play is the responsibility of the referee. Coaches, managers and spectators must not enter the field of play. Coaches of U7s and U8s may coach on the field of play from behind their teams. If an individual has to consider intervening to prevent a child being injured; consider your own safety - give verbal instructions first - use minimum force to restrain and reduce risk of injury - do not strike blows, use unnecessary force or retaliate - avoid contact with intimate parts of the body, head and neck - stay in control of your actions inform the CSO immediately and complete the Incident Report Form. Changing Rooms and Showers Adults and children must never use the same facilities to shower and change at the same time. If for reasons of safety, poor behaviour, injury or illness access is required, 2 or more suitably vetted adults may enter. One may enter in an emergency if waiting for another adult could result in harm to a child. Male and female players and adults must also be kept separate. Children should not be made to feel uncomfortable or forced to shower or change on site, children may go home if they prefer. Parent guidance should be sought for children who require assistance to change or shower. Transportation The club will ensure Parents are aware that transport to and from the club and away fixtures is the responsibility of the parent. If the club formally arranges transport for player, the RFU Best Practice Guidelines should be followed (RFU.com) Photographic Images The RFU welcome the use of appropriate images of children being taken within rugby clubs. Refer to the club and RFU policies for guidelines. Sharing of Electronic Material/Media The RFU maintain a Cyper Guidance on their site RFU.com. Vipers maintain their website and facebook group in line with this guidance, in order to ensure that images, information and communications are appropriate, and used in a positive manor which does harm any player or adult.
